Library Card Policy

Eligibility

Library cards may be issued to any resident who lives or owns property in the Library district of Muncie-Center Township, upon successful completion of the Library Card Application.  Full use Library cards permit customers in good standing to fully utilize the facilities, services and materials of the Muncie Public Library system.

 

Library Card Registration

 

Adult customers (18 and over) applying for/renewing their own or a child’s library cards must show one piece of identification from the following list.

 

  • Indiana beginner’s permit                (must be valid-check expiration date)                                          
  • Indiana driver’s license                     (must be valid-check expiration date)
  • Muncie Housing Authority ID            (issued within last 12 months)
  • Vehicle registration                           (current year)
  • Voter registration card                     (issued within last 12 months)
  • Business Mail                                    (postmarked within last 30 days) + must also show picture ID or SS#.
  • Indiana Picture ID                              (must be valid--check expiration date)

 

If a parent or guardian registers a child for a Library card when the child is not present must show one of two ID’s:

·        Child’s birth certificate

·        Child’s social security card

 

Signing the Library Card Registration form means the customer agrees to:

  • Assume responsibility for all who make use of the card
  • Pay all fines and/or other charges incurred
  • Notify the Library of any change of address
  • Inform the Library if the card is lost or stolen
  • Comply with Rules of Conduct when visiting any Muncie Public Library.

 

Suspension of Borrowing Privileges

Privileges are suspended when a customer has fines or other unpaid charges in excess of $ 9.99.  Privileges will be resumed when the amount due falls below $10.00 unless the Library card expires or a customer is sent to the collection agency.  Once a card expires or a customer is sent to the collection agency they must completely clear their fines and fees before they can check out materials.

 

Guest Cards

Guest cards will be issued to any non-resident who does not hold a valid Muncie Public Library card ID and may only be used to access public computers.  Guest cards are active for 12 months and are renewable. 

  • Replacement Cards
    Lost guest cards may be replaced for a processing fee of $2.00

Non-Resident Cards

Residents living outside the Library District who do not possess a valid library card from their local Indiana public library may receive a library card by completing a Library Card Registration form and paying a Non-Resident fee. 

 

Non-Resident Cards must be applied for yearly.

 

PLAC Cards

Non-residents who live in a district with a tax supported Indiana public library may apply for a PLAC card.  Cards are good for one year.  Fees for PLAC cards are assessed yearly.

 

Business, Church, and Non-for-Profit Cards
Organizations and businesses operating within the service area are eligible for Library cards for the owner, minister, or manager. Proof will include the name of the business, church or organization, address, and confirmation that the person is the owner/minister or manager. Proof maybe a tax bill, Indiana Tax ID form or other proof approved by appropriate Library Supervisor.  The business or not-for-profit will be responsible for all lost, damaged or late fees.

 

School Cards

Preschools, Head Starts, Day Cares, Elementary and Secondary Schools are eligible for Library cards.  Principals must sign the registration verifying the school will be responsible for all lost or damaged items.  No fines will be charged to schools although hey will be responsible for lost and badly damaged items.

 

Teacher Cards

Teachers teaching in preschools, Head Starts, Day Cares, Elementary or Secondary schools within the Library service area are eligible for a teacher card regardless of where they live but must show proof of teaching position.  Teacher cards are good for one year. (see Teacher Card Policy)
